Ryan Broughton is the CEO and Founder of Bravo Team Solutions, an Emergency Management and Homeland Security consulting services provider based in Denver, Colorado.  He also serves as the Vice President of Emergency Management Solutions for a leading emergency logistics company.  Ryan is the former Emergency Manager and Homeland Security Director for the City and County of Denver (Colorado) Mayor’s Office of Emergency Management and Homeland Security.  Before Denver, Ryan served as the Emergency Manager and Homeland Security Director for the City of San Jose (California), the former Senior Emergency Manager for the U.S. Army worldwide, and the former Emergency Manager Program Manager for the U.S. Navy worldwide.  Ryan has over 30 years of experience in emergency management and emergency services having served as an emergency manager, firefighter, tactical medic, hazardous materials technician, and rescue specialist in 8 states.  He is a Certified Emergency Manager (CEM®), a former commissioner with the North American CEM® Commission, and a Certified Business Continuity Professional (CBCP).

Ryan has led the national development of the Basic, Intermediate, and Advanced EOC courses and position skill levels since 2004.  He has developed EOC-specific Quick Reference Guides (QRGs), Standard Operating Procedures (SOPs), Standard Operating Guides (SOGs), Manuals, and Position Playbooks at the city, county, State-equivalent, and Federal levels.  Ryan has led 90+ position EOCs for the City of San Jose (CA), the 10th largest city within the U.S., and the City and County of Denver (CO), the 19th largest city within the U.S.  Ryan is a FEMA Incident Command System (ICS) Instructor (L-449), EOC Instructor (G-2300), Homeland Security Exercise and Evaluation Program (HSEEP) Instructor (L-146/L-147), and G-series instructor.  He developed the Realistic, Effective, Analog, and Logical (REAL) Emergency Operations Center (EOC) SystemTM Pending based upon these real-world experiences.
